Prior to the events leading up to [[Red Faction II]], The Commonwealth was a nation on Earth that was very isolationist and hostile to the rest of the Earth. They did not take part in the Earth Unity Act with the other 162 countries and was therefore not a member of the [[Earth Defence Council]] - which lead to even more hostile diplomatics. During the game we see boxes and documents with the [[Ultor]] logo on them, implying that leading up to the events of RF2, the Commonwealth and Ultor had some kind of arrangement, be it trade or otherwise.
