Salvage is a key item in Red Faction: Guerrilla. It can be obtained by destroying buildings and vehicles. It is used to buy Red Faction weapons for Alec Mason, and to upgrade those weapons. In both cases, salvage is given to Samanya at Upgrade Tables. Samanya also uses salvage to purchase equipment on the black market, though such transactions are only mentioned, never seen.

You use Salvage at upgrade tables which can be easily identified at Safe houses with Samanya working at the Table. Note that it won't be in the garage building  with the weapons locker and a vehicle of the Safe House but at the small hut near it.
